a lot of smoke/fumes are coming out of these valves when at 1500-2500 rpm, is this normal

those valves should be sealed to the outside. Nothing should get out ever. Time to blank them off if local emissions laws allow this.
If they dont you might be able to make 3 blanking plugs to place between the exhaust manifold and the pipe to the valves and under both valves. This would leave it looking stock but the valves wont leak or work any more. If they test your exhaust for emmissions though you have little choice but fix properly
Sanding your knuckles before starting work can help. That way you cant skin them

so they are faulty ?, could these be repaired in some way ? or should they be replaced.

Do your local laws require them to be functional?

yes emission control is strict according to EU standards, VRT (MOT) tests are compulsory every 2 years, so the EGR valves must be functional when the tests are due, so removing them and placing blanking plates are an option only temporarily in between tests, but could these valves be repaired or cleaned, and what about the fumes which are leaking out, does that mean that the valves are totally out and need to be replaced ? where can I get replacements ?

dont know. Would expect them to be available from an isuzu/opel dealer but sit down before asking price.
