Fuel Filter Question

Hi All

While filling up my power steering coolant (there is a leak somewhere...) i happen to notice a loose hose. I tracked it back to coming directly from the bottom of the fuel filter, as in bang in the middle of the bottom.

Is this meant to be attached to anything? or is it some sort of waste hose?

It's just a drain hose. There is a tap on the bottom of the filter to drain any water out of the system. The hose just moves the mess further down the engine bay
