02 Rodeo Camshaft Stuck

Engine stopped running in driveway under its own power. Wouldn't start next morning. Vehicle has now been sitting for 1.5 years. Finally getting to diagnosing issue. Digging deeper past fan belt I found a loose Timing Belt. I have been trying to realign belt and all parts move except camshaft. It feels seized. I realize that this is an interference engine. Could it be permanently seized?
I would like to give this one last chance before i resort to selling it all for parts.

Anyone experienced this? If so, can it be fixed without a total engine rebuild?
