4jh1 not rotating up to 3000 rpm

I believe I have a problem with my 4jh1. the engine is spinning up to 3000rpm and the engine indicator is on our obd scanner has a problem with the engine output circuit my engineer replaced the crankshaft sensor thinking it was his fault but the engine indicator has not gone out and the engine is running again until 3000rpm
