If not a fuse I sugest you take instrument cluster out and check the membrane on the back of it for burnd out tracks. May as well check the bulbs while you go it out as well.

checked the tracks and bulbs, they all look good, and the fuse, on the inside box or outside, and what one is it (what is it named)
i thought i checked all the ones on the outside box and they all seemed fine, i could be wrong, i will re-look in a minute

Relay inside the kick panel on the drivers side, one of the middle two, does park lights, dash lights and tail lights. Pull off the kick panel, put your finger on top of the fuses and turn the lights on and off if none of them click either the problem is getting power to the relay or the relay is buggered, swap relays to check relay is the problem or get stuck in with a multimeter

A wire rubbed through some where. You could try unplugging the rear wiring and see if the fuse blows there is a plug under the carpet on the drivers side under the seat or next to the seat. That way you will know if the fault is at the front or back

When you unplugged the back section did you unplug from here?

If so then i would be checking the wires here on the passenger and drivers side and see if they have rubbed through

Do yourself a favour and invest in a resetable 10amp fuse. that way you can test all day long and not blow a hundred fuses $$$
