Was talking to a guy who says you can drill out the top wheel hub knuckle at the top to flip the tie rod to compensate for 2 inch lift, in order to bring it back to more level. is that correct?

It might work but you will be in for a power of pain next wof. If the mechanic notices which he will as tie rods are always pin up in nearly everything he will send you to the certifier. The certifier will look at it and either say yeah its ok $400 please or more likely say the amount drilled out has unduely weakened the hub so please get a trailer to take your car home. Thats even before he thinks about non factory machining of castings.
Sanding your knuckles before starting work can help. That way you cant skin them

Had a look today at a lifted surf, his tie rod end bolt facing down (nut below knuckle). not sure if they are like that from factory on surfs or people are doing that.

The hilux surf ifs parts look a little thinner than Isuzu don't they.
