Dont know about the UK but in NZ those spacers that are really just a fancy washer are banned. The reason was a stock car that had spacers a little too thick and the wheelnuts let go mid race and the wheel killed a child.
In NZ we can get a spacer that bolts to the hub and the wheel bolts to the spacer but even these need an engineers cert.
Sanding your knuckles before starting work can help. That way you cant skin them

just machine the centre out of the rim, all spacers are legal in nz as long as they are fastened to the hub and certed, looks good

If the problem is binding on the hub centre Robs suggestion is the best way

Thanks lads your time is much appreciated the wheels have transformed the old girl and look well sourced them from ebay tyres have only done 500 miles from new so at the price of £268 uk pounds a bargain as a full set of new 18 inch treads cost from £590 up over and that's with out the alloys .Even the mention of four wheel drive parts in the UK sends the price soaring .
