Altenator charge 4JB1T

Gday fellas, my rodeo used to charge at over 14 volts and now it charges at 13.5. With high beam on which consists of 2 HID spotlights it charges at 12.8. I dont know much about altenators but does it have to be rebuilt or can the brushes be easily changed with the altenator in the vehicle?

Does anyone think it could just be worn brushes? Are they hard to replace?

Cant get near the alternator in place.Have to take it out. Could be the brushes or regulator.
Sanding your knuckles before starting work can help. That way you cant skin them
