I think that what Pig was trying to show you was that for him, and me, there are four smaller bolts that hold on the "outer" section of the front pulley to the "inner" (as per attached photo). The outer section was only for the drive belts. Once you expose the inner you can attach the tool shown to hold the crank firmly while you undo or redo the larger main bolt. I made a similar tool (it is the PDF also in the link that Pig gave above) to Pigs and from memory used 3/4" drive socket set with a piece of pipe or RHS over the strongarm to give more purchase.
I was working on an early 90's 4JB1-T it may have changed in later years.
